Bill was elected Mayor in 2018, running again in 2020 unopposed. He is a member of the Monterey County Mayors Association, City Selection Committee, Monterey Peninsula Water Management District - Policy Advisory Committee, Monterey Peninsula Water Supply Project Governance Committee, Pacific Grove Loan Committee, and alternate board member to Association of Monterey Bay Area Governments Board, and Transportation Agency of Monterey County Board. Bill co-authored a Boards, Committees, and Commissions Handbook and currently serves as Council liaison to several City Committees.

Key focus areas are affordable housing, protecting the environment, and promoting the local economy. His governing principles include transparency, financial stability, and respectful dialogue.

Elected Councilmember in 2014, Bill served on the Monterey Peninsula Regional Water Authority Board -Technical Advisory Committee, Access Monterey Peninsula Board, and Monterey County Emergency Policy Communications Advisory Council.  He also served as alternate member on Monterey One Water and Monterey Salinas Transit Boards.  During this time Bill organized the first Pacific Grove Housing Forum, authored a CalPERS pension report, created a construction noise ordinance, and implemented a Council workplace safety policy.

Prior to serving on City Council, Bill was appointed to the Recreation Board (2011-2014) serving as chair and leading efforts to create a Point Pinos Coastal Trail and improve management of Special Events. He served on the fundraising committee for the Stillwell Children’s Pool at Lovers Point.

Bill was Secretary on the Heritage Society of Pacific Grove Board (2013-2016) and has volunteered at the Point Pinos Lighthouse (2011-present) and the Point Sur Lightstation. He also volunteers at Pacific Grove Chamber of Commerce events and city park gardening activities.

Born and raised in New Jersey, Bill graduated from Rutgers Univ., afterwards enrolling at the University of California, Berkeley and graduating with a PhD in Mechanical Engineering in 1973. Upon graduation, he has held various engineering positions across California and overseas with the Chevron Corporation. It was while in Southern California that he married Shirley and they have two grown sons, buying a home in Pacific Grove in 1990.  He enjoys kayaking, biking, the beach, and is a 49ers fan.
