NOTICE IS HEREBY GIVEN that a municipal election will be held in the City of Pacific Grove on the 8th day of November 2022 to submit to the electorate a ballot measure with the following ballot measure question:

CITY MEASURE
Should the Pacific Grove City Council be authorized to amend the Municipal Code to allow retail sales of medical or recreational cannabis, limited to one single location within the City, at a location no closer than 1000 feet from any existing licensed Daycare/Preschool, Youth Center, and Schools, to engage in commercial cannabis activities?

NOTICE IS HEREBY GIVEN that primary arguments (300 words) in favor of or against the above measure may be submitted in writing to the Pacific Grove City Clerk’s office, 300 Forest Avenue, Second Floor, Pacific Grove, for printing and distribution to the voters, pursuant to provisions of the California Elections Code, on or before noon on August 18, 2022. Rebuttal arguments (250 words) by authors of said primary arguments may be filed with the Pacific Grove City Clerk in like manner on or before noon on August 25, 2022.  The City Attorney shall prepare an impartial analysis of the measure pursuant to Elections Code section 9280 on or before August 18, 2022.

To fund general municipal expenses such as police, fire, roads and recreation, and for unrestricted general fund purposes, shall an ordinance be adopted establishing a City excise tax on cannabis businesses (which includes hemp) at an annual rate not to exceed 6% of gross receipts for retail and delivery cannabis businesses, which is expected to generate an estimated $300,000 annually and will be levied until repealed by the voters?

Shall the Pacific Grove City Charter requirement for six elected City Councilmembers be changed to four elected Councilmembers via this sequence: (1) in 2024 two Councilmembers shall be elected to four-year terms, and one shall be elected to a single two-year term, (2) every two years thereafter, beginning in 2026, two Councilmembers shall be elected to four-year terms, with other revisions for votes needed for a quorum, a majority vote and other select actions?
