Housing Community Survey 
Regional Housing Needs Allocation (RHNA) for 2023-2031
- The Association of Monterey Bay Area Governments (AMBAG) together with the state of California has determined that Pacific Grove must produce 1,125 new housing units from 2023 to 2031
- This allocation-is based on City demographic and income levels, despite the lack of private property for development or the availability of water
- It is assumed that adequate water supply will be available to implement housing
- ADUs, JADUs, apartments, duplexes and single-family units will all count towards this number
- Current zoning for all areas of Pacific Grove will be evaluated for change to help the city attain its housing objectives. These changes may include:
- Increased density and provision of incentives for residential uses along commercial corridors
- Rezoning Forest Hill area to include residential uses
- Changes to standards and processes to encourage lot splits and smaller lots
- Investigate use of city-owned, church-owned, school district and select private properties for potential development
- Changes in R2/R3 zoning to support multi-unit and small lot development
- Prohibition of conversions to single family in R2, R3 and R4 zones
- Examine ways to increase occupancy and ADUs in Rl areas

Timing of phases in the Housing Initiative
- Phase 1, Community education on Initiative (March to June 2022)
- Phase 2, Creating New Housing Opportunities (July to October 2022)
- Evaluate rezoning strategies
- Evaluate affordability of housing opportunities
- Phase 3, Completion of draft plan (January to March 2023)
- Public review and input of changes
- Phase 4 Fall of 2023
- Planning Commission recommendation and City Council approval
