Final Initial Study/Mitigated Negative Declaration with Appendices As required by the California Environmental Quality Act (CEQA), passed by the California Legislature in 1970, the City of Pacific Grove conducts environmental reviews of public and private projects. The environmental documents prepared by the City are provided to both decision-makers and the public for their consideration and comment. The documents include Environmental Impact Reports (EIR's) and Negative Declarations (ND's). The City's Environmental Impact Report Ordinance (Title 23.77 of the Pacific Grove Municipal Code) specifies how Environmental Impact Reports are carried out.

Active Initial Studies and Negative Declarations
  • 1663 Sunset Drive (APN 007-041-025). Project Description: Permitting for a deck expansion and gas line extension on an existing single-family residence that occurred without permits. An Initial Study/Negative Declaration is being prepared.
  • 420 La Calle Corte (APN 007-072-024). The proposed Project would consist of a new primary residence adjacent to an existing tea house. The proposed project would also include the relocation and restoration of the tea house and the construction of a garage in the footprint of the existing carport. The existing boardwalk that extends from La Calle Corte to the site would be replaced and provide access to the proposed residence. Development of the proposed project would adhere with previously approved setbacks within the Asilomar Dunes environmentally sensitive habitat area.  The Final Initial Study / Mitigated Negative Declaration can be viewed on the State's CEQAnet Database: SCH# 2023100198.
  • Pacific Grove Wastewater Collection System Improvement Project - Phase 9 - Coastal Zone Segments (APN 007-041-004). Project Description: The City of Pacific Grove (City) Public Works Department proposes to repair and replace the following three segments of the wastewater collection system located in the coastal zone: Railroad Way, Asilomar Dunes, and Arena Avenue. The purpose of the Project is to ensure safe and reliable public wastewater collection service to the residents of Pacific Grove. The Draft Initial Study / Mitigated Negative Declaration can be viewed on the State's CEQAnet Database: SCH # 2023030780.

Active Environmental Impact Report (EIR) The Document is available for onsite review at the PG Public Library (please check with the Library for hours, 831-648-5760) and at the Community Development Dept., second floor in City Hall (Viewing hours in the CDD office are Monday - Thursday 1:00pm to 4:30pm). Note that all City Offices are still on limited public hours due to Covid-19 protocols.

  • Pacific Grove Housing Element Update, Zoning Amendments, and General Plan Amendments Project 
    • Project Description: The proposed project consists of the following components:
  1. Housing Element update, which includes a program to rezone sites in the Commercial-Forest Hill, Commercial-Downtown, and some Unclassified districts;
  2. Zoning Amendments to implement Housing Element Programs, including updates to the zoning map; and
  3. associated General Plan Amendments.
The draft Housing Element was submitted to the California Housing and Community Development Department (HCD) for the first round of HCD review on November 2, 2023, and is undergoing revisions to address HCD comments. The zoning amendments would include modifications to the Zoning Code to meet target densities as well as compliance with State housing laws as identified in the Housing Element. The Land Use Element would be updated for consistency with the Housing Element update and Zoning Amendments. The Health & Safety Element update would involve updated information, policies, and implementation measures consistent with the current requirements of state law. This includes additional details related to evacuation routes and emergency access.
